Project: Stargate
From the 1970s through to the mid 90s, the American government conducted top secret testing on psychic abilities and their potential military and intelligence uses. In 1995 the project, called Project: Stargate, was revealed to the American public, and was deemed unsuccessful, and terminated. Or so they claimed.
Since 1995, the CIA and the top levels of the American military have continued running tests on individuals with potential psychic abilities. Because the truth is, Project Stargate was not a failure. In fact it was a success. A great success. In the course of testing, the government managed to locate a number of true psychics - those with genuine psychic abilities.
These individuals were housed in expensive, secret government laboratories and housing. Testing and experimentation was extensive, but it was proven (in documents that never were revealed to the public, or even the lower levels of government) that a number of individuals could generally use channels of their mind not open to the public at large. These individuals were trained to use their abilities in an offensive manner. To be used as weapons, or information gatherers, or both.
Flash-forward to the present time. Project Stargate is still going strong. The base of opperations is currently located in upstate New Hampshire, a location purposefully chosen to keep an eye on a certain school - the Zener School of the Mind. The Stargate base is not on any map, and much like Area 51, does not exist to anyone who is not a part of the Project. But they are there, and want to add to their ranks, to see the Project grow.
Although Project: Stargate began as a government opperation, they have largely splintered off from the government, and now maintain no tangible tied to the American government - or anyone. Money and resources have been acquired and accumulated over time, allowing Project: Stargate and its bases to be self-sustaining. Further money and resources are required in less than legal ways.
The goals of Project Stargate are varied. Unlike the Zener School they do not believe that psychics should harness their abilities so they can fit in. They believe that psychic abilities should be used to the psychic's own advantage (and to Project Stargate's advantage). There are ongoing missions - to infiltrate the Zener School for the Mind, to gather information on all psychics, to recruit young psychics (before the Zener School finds them). There are sting opperations that steal money and equipment and other things, and those who cause general trouble (low level terrorism against the 'normals'). And there is one opperation that only those with high clearance are aware of - the capture of non-psychic humans and experimentation on both them and on psychics.
